1952年6月在湖北省委第四次组织工作会议上，李先念强调：“我们今后看干部，根据‘德才并重’的原则，必须是：一、历史作为重要参考，主要看现在。二、不只是看业务，要看为谁服务。三、不只是看唯命是从，而看能否胜任。”这不仅是他培养和要求干部的原则，更是他在实际工作中始终践行的承诺。

In June 1952, at the Fourth Organizational Work Conference of Hubei Provincial Party Committee, Li Xiannian stressed, "In future, we should judge cadres according to the principle of attaching equal importance to moral integrity and talent. First, history is an important reference, and we should focus on the present. Second, it's not just about the professional work, it's about who you serve. And third, it’s not just by being obedient, it’s by being competent." This is not only the principle of his training and requirements for cadres, but also the commitment he has always practiced.

“所谓‘德’是什么？即高度自觉地为人民服务。”李先念一贯重视人民疾苦，主张深入群众，体察民情，为民排忧解难。《湖北日报》的“群众园地”栏目是李先念每天必看的内容，他对上面群众反映的问题和意见会及时处理，还要求各级干部也“要注意看报，并注意读者来信”。

"What does' virtue 'mean? It means to serve the people with a high degree of consciousness." Li Xiannian has always attached great importance to the sufferings of the people, and advocated going deep into the masses, understanding the conditions of the people, and solving their problems. The "People's Garden" section of Hubei Daily was Li's daily routine, and he would deal with the problems and opinions expressed by the people in a timely manner. He also urged cadres at all levels to "pay attention to the newspaper and the letters from readers".

“所谓‘才’是什么？是能否发现问题、提出问题、解决问题，并且实事求是。” 1954年9月，李先念被任命为国务院副总理兼财政部长，这位将军要担起理财重任了，他感到压力很大。虽然前几年在地方工作，积累了一些领导经济的经验，但面对全国的财经工作，他唯恐能力不足，难以胜任。许多事他都从头学起，谦虚谨慎，工作中团结尊重同事，充分发挥集体的智慧。李先念担任财政部长22年，从刚开始的“本领恐慌”到最后成为全党熟知的内行和专家。

In September 1954, Li Xiannian was appointed Vice Premier of the State Council and Minister of Finance. The general felt a lot of pressure as he had to shoulder the responsibility of financial management. Although accumulating some experience in leading the economy in the local work a few years ago, he feared that the ability is insufficient, difficult to be competent in the face of the national financial work. He learned many things from the beginning. He was modest and prudent, united and respected his colleagues in work, and gave full play to the wisdom of the collective. Li Xiannian served as finance minister for 22 years. He transformed himself from the “dread of incompetence" to the well-known expert and specialist in the whole party.

在为民服务中成“德”，在增长本领中成“才”，“德才并重”是李先念对党员干部的要求，也是他一生不懈追求的目标。
